Saying ‘no’ to Santos: Submission regarding the Offshore Petroleum and Greenhouse Gas Storage (Environment) Regulations 2023

by Matthew Ryan and Mark Ogge

Offshore gas must not bypass genuine consultation with traditional owners or the wider community. Adequate consultation will always challenge the crumbling social license of fossil fuel operations – perhaps that is why there are proposals to “clarify and improve” consultation and approvals?

The Department of Industry, Science and Resources is running a consultation process, seeking input to “clarify and improve” the Offshore Petroleum and Greenhouse Gas Storage (Environment) Regulations 2023. Before that consultation process could be concluded, the Government put forward legislation to vary the environmental approvals process for offshore gas developments – the Offshore Petroleum and Greenhouse Gas Storage Legislation Amendment (Safety and Other Measures) Bill 2024. This submission was submitted to both the DISR review, and an Inquiry into the OPGGS legislation by the Senate Committee on Economics.
