The provision of medical specialists in Australia is increasingly determined by geography and the ability to pay, not clinical need. This undermines the principle of universal access. Our submission recommends policies that would ensure: patients and GPs can make informed decisions about specialist care; specialists are consulted only when necessary; the supply of specialists is based on need; Medicare is used to make care affordable; and that desirable career pathways are available within the public system.
