
Rebecca Fanning
Rebecca has worked at the highest levels of both federal and state government in policy areas spanning tax reform, health policy and resources policy.
Rebecca was a tax policy advisor for then Federal Treasurer Wayne Swan, where she helped deliver reforms to international tax, superannuation tax and fringe benefits tax. These tax reforms have since raised tens of billions of dollars and made the tax system fairer by closing tax loopholes and making multinational corporations pay a fairer share of tax, and by reducing tax concessions that disproportionately benefit very high income earners.
She was a senior policy advisor for three Queensland Health Ministers, where she focused on health system funding, building new and expanded health infrastructure, and delivering health services closer to home. She was instrumental in delivering the innovative Satellite Hospitals program, and oversaw the planning for the largest hospital building program in Queensland’s history.
Most recently, she was Chief of Staff for the Queensland Minister for Resources and Critical Minerals, where she highlighted the benefits of the Queensland Government’s introduction of progressive coal royalties.
Rebecca holds a Master of Economics, a Bachelor of Laws with Honours and a Bachelor of Commerce, all from the University of Queensland.
